Policy Statements & Aims

The partnership has adopted the definition of a racist incident contained within the Macpherson Report.

"A racist incident is any incident that is perceived to be racist by the victim or any other person"

This definition will be reflected in all our documentation and publications.

Vision

To provide a strong multi-agency partnership, which engages with local communities and is responsive to their needs.

Mission

To eliminate racist attacks and harassment, to respect diversity and promote good relations between people of all racial groups.

Statements of Purpose

This strategy is underpinned by the following;

  1. Each partner will encourage an environment that recognises and respects diversity, challenges discrimination and inappropriate behaviour and language, thereby increasing the confidence of the victim or any other person to report a racist incident.
  2. Each agency will provide an effective and accessible system to record, investigate and monitor accurately all incidents reported, and the opportunity for remote reporting.
  3. Each agency will share relevant information to assist the monitoring process through an agreed protocol, whilst ensuring confidentiality.
  4. Each agency will actively participate in the support of a victim through an inter-agency response to racist attacks and harassment reported.
  5. Each agency will ensure a process exists to identify and adapt staff training to reflect the ethnic and cultural needs of a community.
  6. Each agency will raise awareness and provide training for existing and new staff on RAHMAS procedures.
  7. The RAHMAS group will market and publish appropriate information in respect of race and diversity issues in language and formats that reflect the community needs. This information will be made widely available.
  8. The partnership will remain responsive to matters both nationally and locally that may impact on the effectiveness of RAHMAS.
  9. Each agency will actively participate in an annual review on the effectiveness of RAHMAS. This will include publication of an annual report.
